SOW is the right structure for discrete, well-defined workstreams where you can specify what “done” looks like, work that can be performed with limited day-to-day integration with your team, situations where cost certainty matters more than direct control, and deliverables where you want to hold a provider accountable for quality rather than managing effort yourself.
